Loan sharks and gambling debt collection thrive in this environment as the victims have nowhere to turn to.

 

I've seen quite a few from nearby streets have to do runners as they do not feel safe enough to go to the police, and even then they get worried that it will be police who track them down and pass on details to loan sharks.

 

The needs to be some independent help access for victims in this situation.

With the 15 cops that went along with the kidnapping, it shows the participation rate of corruption among cops is so high that you'd likely have to dismiss the entire force, and not just one!

There are no deep questions here. Unsettling, maybe. 

 

The RTP at it's inception seems to have been created with a status quo from the government. We will NOT pay you a living wage, but you have a franchise, and the limit of your income is based solely on your own creativity and initiative, and you will always be protected. Is that not the case? 
 
So, even if this writer was sincere, where would you begin to change that culture? You know where? You would double all salaries. And invest in modern equipment, forensic labs and an effective highway patrol. Probably a trillion baht to start.
