There are many different colours of letters and background on license plates on cars here

Im buying a converted campervan (toyota commuter) i believe its green on white license plate

 

Are foreigners restricted what they can drive?

 

Any difference if they have Thai or European drivers license?

They're not restricted from driving those vehicles.

If it has green on white plate that means it is a cargo van with no seats at the back. Officially green on white is for driver+1 (or 2 if the seat is a bench).

If you plan to add seats at the back you'll have to re-register at the dlt and get a blue on white (vehicle that can carry more than 7 passengers)

I’ve been driving our pickup with green on white plates for the last 14 years, so the answer is an absolute yes.
