A 20 year old youth caused a stir in the community of Phanat Nikhom, Chon Buri when he was caught on camera inappropriately touching himself outside a convenience store.

 

The incident occurred yesterday and was filmed by a local. The young man, who was wearing just a beanie to cover his face, was also taking a selfie with his phone during the act.

 

Santi, a 30 year old fried meatball vendor, recounted the incident, saying the youth stood in front of a convenience store on the old town road in Phanat Nikhom municipality, Chon Buri province, around midnight. The young man, donned in a grey beanie, leaving only his eyes visible, was seen touching himself with his left hand while holding his phone in his right hand, capturing the act.

... moreover, if the convenience was closed/empty, the guy needs to be in a psych ward

It has always been around..... it was always covered up and even ignored. These stories of 'interference' are often kept quiet, especially when it happens to poor people. My mother handled a situation herself, but mostly was  fobbed off by the school for incidents my kid sister reported to her. I asked why she did not tell my father and she said father would have ended up in jail!

Did he simply send a 'dick pic' to someone, or was he actually whacking one off in public?  

 

That's a huge difference.  Leaning toward the former, and obviously not the best time or place.
