Next step would be qualifications for entry ie failable exams, properly (externally) supervised. No quals, no job. We had a team of about 40 people in head office designing the incentive programs introduced 3 times a year. I would approve a program, it would be introduced at a massive conference, and by next afternoon the press had found a way to fiddle the incentive program and get more money. Go figure.
