How effective do you believe they can be regarding an issue that happened before they arrived in Phuket ? Perhaps they can visit the non -existent villa? Alleged fraud is not like they lost their passports etc.

The effectiveness of their investigation remains to be seen but why do you believe that members of the RTP's Tourist Police division are any less adept at police work than the rest of the RTP may be?

What?  You seem to think that Tourist Police officers, who are regular RTP officers but in a specialist division, have less expertise and maybe no jurisdiction?  Why?   Or maybe you think that Tourist Police officers are just volunteers with no real powers.

No, I do not, I did not suggest that at all.  But you are avoiding justifying why you think the TP officers "have less expertise and  maybe no jurisdiction"!

Ask yourself why there are different departments under the RTP. if not to concentrate their efforts and experience in specific areas and you might find the answer.

I didn't bring it up.

But in my experience, dealing with all kinds of tourists, very likely the scammer is Russian. Not everything has to be proven to be brought up.
