The AP article I linked to above was published in January, 2023.  It took the DHS 18 months to figure out there may be fraud going on?  With today's database technology and AI, they should have ferreted it out the 2nd time a fake telephone number, SSN, or address was used.  Allowing that the first may have been a typo.  That's either incompetence, or willful neglect for political purposes.
