Social media has been abuzz with outrage as authorities and animal lovers search for an unknown individual who cruelly bound the mouths of 10 dogs with adhesive tape in Soi 12, Pattaya-Naklua Road, Bang Lamung District, Chonburi. Some of the dogs were also seen with plastic bottles hanging around their necks. Local residents speculate that the muzzling was due to the dogs’ loud barking and aggressive behavior toward tourists.

 

The images posted online sparked criticism, with many condemning the act as animal cruelty. Upon investigation, it was confirmed that the dogs had indeed been walking and lying along the streets with their mouths taped shut. The security guards in the area stated that although these dogs are usually looked after by someone, they remain muzzled day and night, with the tape only removed when someone comes to feed them.

 

 


The incident has raised concerns among the local community, prompting calls for officials to investigate whether this act violates the *Prevention of Cruelty and Animal Welfare Act 2014

 

This law protects animals from abuse and neglect, and violators can face up to two years in prison, a fine of up to 40,000 baht, or both. The public is urging authorities to take swift action and locate the individual responsible for this cruel act.

Which, by the way, was not seen as an issue by them.

 

Despite that it seems the dogs were friendly enough to allow this to be done to them.... a bit odd.

While we are all for getting rid of these pests,  I think there's a better more permanent way.   

 

Well, at least the person takes the cardboard & tape off to feed them,  so it's not cruel cruel.  

 

It's a start anyway,   have any of those netizens ever been cased or bitten or worse have there kid attacked. .....      no '   not understand '    I thought so ....

I know someone who walks past them daily, with no issues. Dogs tend to react to certain people; vagrants and perhaps strangers entering the area. Not usually tourists and foreigners.

So the walk has been done and I'm getting back to you. 

People who have a problem with dogs, usually have a problem with themselves...

It was reported on the local radio station that city hall inspectors reported no harm to the dogs with home made muzzles. They are fitted to protect children and stop eating the other dogs food.

Nonsense.

 

Dogs release heat through the mouth. Taping it shut so they cannot release heat and also cannot drink water in 40 degree heat is essentially torture and could easily lead to death.

Ricky is not surrounded by yapping dogs all day with streets littered with dog crap and does not have to avoid diseased stray mutts going into 7/11 or have to take his mrs to the clinic after being savaged by a stray dog. He's a multi millionaire living in Hampstead.

Not Animal Cruelty! A Woman Explains Taping Dog's Mouths to Prevent Barking, Chasing, and Biting, Saying It’s Done to Ensure Safety for Both Dogs and People

The controversy over alleged animal cruelty erupted after a Facebook user posted a picture of dogs with their mouths taped shut with adhesive tape, along with a caption questioning the practice. The image was shared widely, sparking heated debates among animal lovers.
 

However, Ms. Kanyarat, the 38-year-old woman responsible for the dogs, clarified the situation to local officials from Pattaya’s Veterinary Services and Public Health and Environment Department. She explained that the practice was not cruel but rather a necessary measure to prevent the dogs from barking, chasing, or biting residents and tourists in the area.

 

 


Ms. Kanyarat stated that the dogs’ natural instincts, especially when encountering children playing nearby, often led them to bark or chase after them. To prevent this, she used old socks and flexible black adhesive tape to gently cover their mouths. She assured authorities that this was done from 20:00 until 07:00 and only after the dogs had been fed. The dogs were also able to eat and drink as usual during the day.

 

“The dogs belong to a foreigner who adopted them and left them with me when he returned to his home country,” Ms. Kanyarat explained. “I’ve taken responsibility for them, and while some may think it's cruel, it’s actually for the safety of everyone. The dogs are fine, and so are the people around them.”

 

Dr. Apichaya Thuranan, a senior veterinarian from Pattaya City, confirmed that upon inspection, the dogs were in good health, able to eat, drink, and behave normally. She further noted that Ms. Kanyarat was acting responsibly by preventing the dogs from disturbing the local community.

 

"The dogs are able to eat food and drink milk even with the temporary coverings, and the owner is using flexible materials to ensure their comfort," said Dr. Apichaya.

 

Despite initial concerns about potential animal cruelty, the investigation concluded that the dogs were well cared for, and the measures taken were not harmful, but aimed at maintaining peace and safety in the neighbourhood .
