It was actually a trip to a migrant child detention centre and she only wore it on the travel to the flight and return, not at the centre. But more importantly the reason she wore it:

Obviously both. You can also see that he had his fingers crossed behind his back, so the Oath of Office is therefore rendered meaningless. So, no more impeachments.  OTOH, if he did a "pinkie promise" with the Chief Justice, he would be bound to follow it.
