It appears to me that the real culprit is the tourist's home country and the low standards that they have for issuing their travel documents (aka passports). Name them and shame them. If they're from the US, we'll just blame it on the Republicans or the Democrats. Doesn't matter which. They'll both just ignore it. (Reminds me of the really fat guy that flew here a few years ago and convinced the flight attendant to wipe his dirty end. May he RIP) 1

Furthermore, Thailand is still fascinating as well as relatively inexpensive and this attracts all sorts. The only way to drill the 'you are welcome as long as you follow our laws and respect local culture' message is enforcement. Swift and strict enforcement, without exception. For example, idiots like this should be arrested, fined and deported - immediately. Subsequent batches will be more well-behaved, once the message goes out that you really can't literally 'do as you please without consequences' in Thailand. But, we all know what 'enforcement' is like in Thailand. It's non-existent, except in high-profile cases and those meted out by Soi-6 security chaps. So until the authorities wake up and start doing something FOR THEIR OWN COUNTRY, local folks as well as decent tourists will have to bear the brunt of this crap. 2

If the police don’t act , lock them up a few days , fine them , then it won’t go away. Stop the motor bike crazies, drunk drivers and people who think they can make porn movies on a pavement in broad daylight ( pattaya last month). Thailand wasn’t like that before. It’s become a swamp of the lowest of the low. 1
