I think the idea would be that if you meet in the club, then come to an arrangement, it is different to someone approaching another person on the street and asking for/offering services.  It's more "organic".  (Although we know why the girl is in the club, as well as why the man goes there.)

You guys should know well by now that this is an unofficial reserved occuptation for Thais.... obvious African hookers are simply not okay in such high-profile places, haha.

Paying for sex with a freelancer from the street is not illegal.  The girl who is on the street soliciting for sex is committing an offence.  But once she's left the street with the customer, what they do is their business.

This has been going on for years Russians even had private disco rooms in some Hotels for their own use they hired whole floors of small Hotels, I used to stay in one years ago and were told by the desk not to go to that floor, I had a peek one afternoon no one was around and they had a nice band room set up, this was about 20 years ago. 

Walk around Nana and see the African girls in bright colours standing along the street, the BMWS can't detect them

Protected job is only a job for Thai netizens.....No foreigners are allowed to do this kind of work... Nothing to do with physical protection...Only jobs like guides and many more are protected jobs by law and a foreigner is not allowed to do that work...

Taking money or other benefits for sex is not illegal in Thailand, neither is being a prostitute illegal, those who choose that occupation are not breaking any laws.  Certain aspects of prostitution are illegal, though.

Some posters here seem confused as to why foreigners are being targeted and not locals.

I'm pretty sure they are screened by an IO as they come in, just as everyone else. Those that do slip through the net and gain entry then work illegally are rounded up eventually as these criminals have been.

 

The system seems to work, unlike the UK and elsewhere. 

Gees I've learnt something today. According to police the only prostitution in Pattaya only involves foreigners and no locals are into it. That's amazing news I wonder how many hours of intensive  investigating it took to come to that conclusion. Deport them all I say.
