Nothing to do with celebrating the lowering of debt. Trump has specifically labeled this as trade tariff related. It will not be used to pay down the deficit and go straight in the pocket of some Americans. It's not for every American, just a band of middle and low income earners.

Either way, it needs the approval of Congress, but if SCOTUS rules that Trump's tariff war isn't legal, then it pretty much becomes a moot point.
