PATTAYA:--Pattaya’s new trash hauler passed its probation and was given another four months of work before bidding opens on a new four-year contract.

 

Deputy Mayor Manote Nongyai said Jan. 9 that Eastern Green Co. met all the requirements of its trial-run contract that began in March and will be allowed to serve as Pattaya’s waste managers until April when a new contract expected to be worth about 900 million baht will be put out to bid.

 

While Eastern Green has been efficient in picking up garbage and eliminating residual waste that had piled up under the city’s much-maligned previous contractor, there are many companies that want Pattaya’s waste-hauling business, so the contract must be opened to competition, Manote said.

The lowest bid for a contract does not necessarily gaurantee value and efficiency for money, nor the best quality service.

Yep go for the money numbers and never mind if the winner has the resources, experience, past good track record and the capability to do the job. 

Whoever wins will simply buy/lease the same trucks from the company already doing the job, as well as hiring all (or some) of their staff (the drivers and pickers and such at least).

Makes for an easy transition. They might slap a coat of paint on the trucks (or just a new logo on the doors) and maybe a different patch on the worker's clothes.
Or not.

 

But whoever wins will no doubt immediately start looking for ways to cut corners and maximize profit. That usually means laying off staff, cutting/consolidating routes and trying to find ways to offload the trash as cheaply as possible, regardless of what happens to it afterwards.

There will be little, if any, oversight of the contract unless the press starts reporting problems. A lot of problems. Enough to make the politicians notice.

 

And if it's anything like other projects and large contracts that have been handed out here, if the politicians start rumbling, the contractor will simply walk away from the job and leave it to City Hall to find someone else to do it (for more money of course).

 

It's almost like they teach them how to do that at Business school or something !

That comes after you have made a corrupt payment to get the contract, but didn't get the contract.  ????

Does anyone know, where is the garbage taken for disposal that's actually collected from Pattaya by the trucks, and what becomes of it once there?

Or barges being towed from the Pattaya coastline out to the open ocean late and night, and then returning empty in the early morning hours.

I thought that one of the original problems was that there wasn't as the contract price was too low?

 

Would any new "winner" have to work under similar "probationary" rules as Eastern -

I vote shooting illegal tippers.  Just driven round my neighbourhood looking for a new house to rent off Kao Noi.  The area round Paradise Hills is a wasteland.

Well if they are the ones that collect the rubbish on our estate ,they are really good ,so no complaints from me ,and its twice a week ,not once as before .

Some is brought to an area at the North end of the railway line bypass road... and at night, large trucks of rubbish sneak out onto Hwy 36 and off to Rayong dumping area it goes.

The ones around klang and Nirun condo are Blue.

Brand spanking new, super efficient, very quiet and the men are all in uniform.

Must be several contractors trialing?

Tbh, because it's a daily collection in the condo complex, its pretty good. 

 

 

I know that this place has been run down by many over the years, but its not bad depending upon what building you are in.

 

Plus some really nice quality rooms for sale or rent now.

Not to mention that its super quiet here,  2 decent pools, numerous shops and eateries. 

Several sold recently around the 500k mark.

Snapped up by Chinese investors...

I live well out of town, where it should be nicer! But no, drove out this AM and dogs had pulled over a bin and trash everywhere. Dumping in the cassava fields too... whole country is a tip!

Seriously. 

Just before Christmas a few lookers came through the complex. 

One buyer purchased three condos for 1.65 million baht. 

Lock stock and barrel. 

 

So now we see not only the cheap Charlie's,  the people who bought several years ago,  but many Thais also rent here now, (at 5000 a month its a  family home if you are working).

 

And of course quite a few cheap Charlie's from China, who seem to re let out to friends and family members...

 

Two weeks and I'm out anyway. 

Some brilliant places in Jomtien for 5500 a month. 

Ocean front and swimming pools etc.
