With what is happening in Russia I would expect some here. 

 

In the post there was no mention of not using their phones while driving. Most are constantly on it.

I think you'll find that "the country " means more than Phuket.

This place is legion for scams and tight immigration.

 

No idea why people visit and live here. It's almost a tacit acceptance to be abused and ripped off.

Locals have learnt not to get ripped off. It's the tourists that this happens to.

Does this mean that Koh Samui taxis will actually have to have a meter, rather than a sign that says Taxi Meter?

 

This could also mean Tuk Tuks will not be allowed to take you to Jewelry and gold shops.

 

Prepare for a run on batteries, I will bet some have died, they will need to get the Tuk Tuks polished up and motors running asap.
