Looking at the chart in the U.S. there are 50 States it looks like the average is around 60%.  Based on Thailand the way the government leaders seem to think and work it is hard to believe that they aren't benefiting from the required insurance or Hotels that are now government certified quarantine places?

Really, interesting how you have deliberately ignored that there's a global fast spreading deadly virus surrounding everyone. But of course there are folks who believe it's all fake. In the USA 780,000 deaths from the virus or perhaps you believe that's fake news too.

Whatever the name, COE, PASS, anything they come up with is guaranteed a pain in te @ss. What happens if you are tested positive (real or wrong): a financial burdon.

The "target" is to bring you in and you spend your money one way or "another", but no one cares what you will feel.

Air passengers who need to change flights in Thailand are not required to hold a Thailand Pass. However, they are required to produce a negative RT-PCR test result taken no more than 72 hours ago and insurance coverage of at least $50,000.

Are they joking?

No they are not, the joke is the jokers making up the rules. Its a joke
