Why did they stop them?  Context is important.  There could be all sorts of reasons not related to scams.

That reminds me when I just arrived in Bangkok and stayed in a small cheap hotel.

That jogged my memory on when I first came to Bangkok.

Hotel had a security guard on every floor, behind a desk and opposite the lift.

Large sign on the desk 'No outside visitors allowed'.

As I was unpacking there was a knock on the door.
