sounds like he had a trip he could not handle, likely shrooms 
bought some weed, stole a car, got nicked, took a pee in the cell and thought it was flooded due to him tripping balls
drank his urine as thought he was desperate, a few minutes or even seconds can seem like an eternity as any sense of time is gone
likely only in the cell till he sobered up, paid his bill and off he went

Extraordinary indeed but definitely not "something that could happen to anyone who gets drunk".   If your tale is true and he appeared in court and was acquitted at least he would have had his B200,000 bail returned.
