It was neither stupidity, nor greed to locate the camp there. Yes, it was a flood zone, but much of the USA is a flood or windstorm or earth movement zone.  The food risk was manageable. The japanese  and even the mainland Chinese manage to do so.

 

The national weather service is not to blame because the. flood risks were declared and warnings given. People did not listen and act responsibly. The federal government is not to blame because it was the state and the local community responsible for flood risk mitigation.

 

This Texas  business, Texas community, and the state itself chose not to have a risk management plan in place. A catastrophe risk management program would have seen;

- The camp take precautions once the flood threat was declared. This would have had the children move to a safer place for the duration of the storm  if a flood risk was declared.

- The local county would have installed a local warning system such as a  siren or an automated phone messaging system that would call all residents to warn of the threat and the steps to take. The local county residents did not want to pay for the warning system. Now the locals can take responsibility for their own poor choices.

- The state did not require a children's camp to have a catastrophe response plan.  The state did not require the local county to have a catastrophe  warning system in place.

 

The failure to minimize the flood risk exposure rests solely with the local community and the state itself.

Nowhere near as dangerous as a place where females are looked at as secondary from birth, and where up to 70% are molested , many in schools, before they turn 18. Educate yourself by actually living in a country for years before you comment on things you know nothing about besides videos.

The camps had the usual flash flood warnings that happen when rain is predicted. This was not the usual although they should have taken to higher ground buildings in the camp because this has happened in the past on the Guadalupe, the last time in 1987. The water rose so quickly they had little chance to get out as they were asleep when it started. What he referred to was a siren that would signal water rising in a river where it's usually very slow moving. Flash floods happen so fast in Texas because of ground conditions and feeder creeks, along with water coming down off mountains. I lived there 32 years, near this, and my children are still there, one withing a few miles of the Guadalupe River.

Natural disasters happen worldwide and the main thing is that people shouldn't live where they can happen, including beaches, near volcanoes, next to flood prone rivers or creeks, in tornado alley. Think for a second how many resorts are built near water, a reason they're built there, including where you live. Remember the tsunami that hit Thailand?If you want to live in these areas you take a risk.

 

The Mississippi River delta areas, where thousands live to farm, is flooded many times, but it's one of the biggest farming areas worldwide.

 

People live near volcanoes, because they think they might not erupt again.

 

Oceans have ports with millions living near them, where we get much of our imports and fish from, but hurricanes happen there.

 

The US Midwest, another of the worlds biggest farming areas, has tornadoes every year, but where would all that grain and vegetables come from if it was shut down and everyone chose a safer place to live? Yes, a lot of it is greed, but it happens in every country, and it isn't stupid needing farm produce which can't be grown in deserts. You need to think before you put down the US, as your country also has it's share of ignorance and greed.

Head of local weather warnings takes early retirement as NOAA cuts continue

AUSTIN (KXAN) — Paul Yura, the warning coordination meteorologist at the National Weather Service Austin/San Antonio office, has announced he has taken the early retirement offer as part of NOAA’s recent cuts to personnel and budget.

 

Yura has over 32 years experience, spending more than half of his career at the NWS Austin/San Antonio office. In the process, he gained tremendous experience understanding local weather patterns while ensuring timely warnings get disseminated to the public in a multitude of ways.

 

The warning coordination meteorologist (WCM) is a senior role at a local NWS office. According to NOAA, “The WCM coordinates the warning function of the office with the outside world. This would include heading the Skywarn Program, conducting spotter training and being a voice to the local media for the office.”

 

As for a replacement to the WCM, the current hiring freeze, as mentioned by Yura in his message, may make filling that role more challenging.
