Western child support is enforced. Here it isn't. It won't stop some, but will make sure many pay for the children they create. Sitting in jail isn't better than working and helping out your children. My ex went to jail because she didn't keep up her payments to me.

A heated debate emerged in Thailand after political activist Mongkolkit Suksintharanon proposed a controversial initiative to combat rising HIV rates. He suggested a legal ban on sexual activity for those under 22 years old, sparking a nationwide discussion.

 

During a recent parliamentary session, Deputy Minister of Public Health Chaichana Daecho highlighted the troubling increase in HIV infections among the youth. Determined to address the issue, the ministry plans to reduce new HIV cases to fewer than 1,000 per year and related deaths to under 4,000 annually. The strategy involves educational efforts targeting university students and distributing free condoms to promote safe sex practices.

 

On July 8, Public Health Minister Somsak Thepsuthin marked the initiative's launch by handing out 3,000 condoms at King Mongkut’s Institute of Technology Ladkrabang. Despite these efforts, Mongkolkit, an advisor within the Democrat Party, expressed his dissent on Facebook. He critiqued the ministry's approach as merely treating the symptoms rather than addressing the root causes.

 

He suggested an alternative: a law barring sexual activities for those under 22, claiming the idea stemmed from a conversation with his daughter. Mongkolkit argued that such a measure would protect youths from HIV, other sexually transmitted infections, academic distractions, and unplanned pregnancies. He also proposed penalties such as university suspensions or expulsions for violators.

His post ignited significant backlash online. Many Thai netizens criticised the proposal, questioning its practicality and pointing out potential infringements on personal freedoms. Some even challenged Mongkolkit's own history, asking about his first sexual encounter. Mongkolkit candidly admitted to being 16 at the time, a revelation that only fuelled further scepticism about his proposition.

 

As the debate rages on, it highlights the complexities of addressing public health issues like HIV. While the government focuses on preventative measures, discussions on how best to tackle the problem continue to evolve. With varying opinions and suggestions emerging, the challenge remains to find a balanced approach that respects individual rights while effectively combating the spread of HIV.

 

This dialogue underscores the importance of both education and healthy, informed discussions in developing strategies that are both effective and socially acceptable.

I blame the overcrowding of sidewalks and paved areas by street vendors which has gradually replaced traditional games such as Hop-scotch with Hide the Sausage.

This is the most insane proposal I’ve ever heard of. Might as well try to ban puberty!

Wouldn't that be a good thing? No spreading diseases, beatings, trafficking, and murders of that group. They would be working legitimate jobs, having more self esteem, and taking care of any of their children instead of leaving them with grandma.

Not sure you know much about human beings going through puberty.  The idea is ludicrously impractical.   There is no country in which this would be practical.

They should open up porn here instead of the restricted current policy.

Then, teach Masturbation in the schools and how to give a proper HJ.

I'm just stating it would be good for the girls. I've had 6 children, 5 are adults now, so I know quite a bit about what they go through, along with my own personal experience. Think of how many unwanted children are born every day, by children. Those children are having children with children, and the large majority ends up in grandmas house (especially here) , with single mothers or in foster homes. The world's population is high because of just this.

 

You can't stop kids from having sex, so the next best thing is better education and the use of protection 100% of the time. Undeveloped brains don't think of the consequences of having a baby that will cost many thousands of dollars (USD) before they reach adulthood. The boys only think of using the girls for sex, and the girls only want to keep up with their peers. The longer they go without sex the better, as maturity helps with all decisions, from giving your body away to the ability to raise children if they're created.

This is the chorus of Thai politicians offering a solution for political, financial and social problems. What is disappointing about this line of thinking is the lack of thinking. As many here have stated, how can you enforce such a notion? The best you can do is discourage sexual activity among youth. Religion and education are two influential agents. Teach the younsters to make good decisions.

Any kind of political iniative has to be planned with all viewpoints actiive in the planning process. First you need consensus and then it needs funding, and now I will say that big swear word - enforcement. Any efforts at enforcement must be consistent, concerted and considered outside of the punishment box. You cannot carry the mentality 'lock 'em up first time, lock em longer the second time" and so on. We are talking about our young people, a product of us. We need to correct this AIDS onset with the philosophy of doing it for the public good.

Attaching any kind of criminal element to this problem, even peripherally would be nothing more than an act of desperation. Think of the US War on Drugs. And of course as is usual with many Thai politicians, use foreigners as a scape goat.


Trying to arrest your way out of this public concern would create the Sex Police in some form or other and then we would have to solve the voyeur problem. Perhaps the only use for Sex Police would be the name of a band.

15 Minutes of fame again ........... tell the kid to get out from under the stone and face the music; Thai teenagers bnock last not least on the behest of the aunties and grannies upcountry who want to see grandchildren. Given the Thai men characteristics of indeed butterflying around they usually inseminate women who, despite being told about the consequences, are not using any protection against pregnancy nor insist on "Meechais" ...... the result is tens of thousands of kids yearly born out of wedlock while the HIV figure cannot be eradicated - your call!

First, they really need to start teaching SEX EDUCATION possibly even starting at age 11.  Sometimes SEX just happens and the children need to be educated before that happens.

He can pass all the laws he wants, but even if wasn't a massive infringement on civil liberties, it won't do anything but create criminals.  

Thailand has laws against prostitution and we all know how well that has worked.  This is a recipe for destroying a large segment of the tourist business, and create the world's largest blackmail scheme.  

The solution to HIV is PrEP and education.  The first cases in the US were discovered in 1981.  Have the world really not learned anything since then?

The hurdles that someone has to go through to get PrEP should be eliminated.  Fast blood test and immediately give them PrEP.  

Maybe the real problem here is the Minister can't accept that his daughter might be having sex so he threatens his potential boyfriends with jail.

Another day, another idiot. Want to reduce HIV transmission rates? easy- promote condom use in the gay community and warn straight people that anal (especially the receiving end) is how you get HIV. Vaginal sex transmission is rare (1:2000 for the man, 1:1000 for the woman) - banning it (not that it'll ever work!) would accomplish nothing.

With medication, isnt HIV  basically the same as diabetes and hypertension and other common ailments ?

 

Take a pill (or 2 ) a day and it is all good to live a long healthy life ?
