Small Singha 220 baht.

250 baht, small Heineken

Hilton rooftop bar in Pattaya

If you are looking for cheap beers, 2 bars in Jomtien and 1 Pratumnak have 39 baht bottles, between midday and 7pm. 

 

I avoid, too many people, noisy, cigarette smoke, not a place I want to be with my girlfriend. 

 

Bars are strange places with strange people.

I know a few guys who live around the corner, in another gated housing estate. I see these guys, huddled together every afternoon, drinking, talking, no chicks, just old angry men, bloody hilarious. 😂

If you just want a Chang beer you can get one cheaper at 7-11.

 

 

Hit those Jomtien and Pratumnak bars with 39 baht bottles before 7 pm if you want cheap beer.

Together Bar soi 22.......(used to?) do all drinks 80B....beers and spirits........get yourself there.

A Chang at 160 baht is fairly normal for an upmarket joint. Heineken is around 180-200 at upmarket places. IMO Chang and Singh suck. And Leo is pure dishwater. Glad Heineken is around. Carlsberg if necessary. Heineken draft is the best IMO - the pubs on Soi Nana sometimes have a price war for draft at happy hour - as low as 99-119 baht for a pint of Heini.

To be fair to the OP though, I know the area that bar is in. It's in the Khao San Road vicinity - probably a five minute walk from that bar. So it's backpacker area.

280 - 320 normal for many places import beer. Tiger Normally 180 - 220

 

Never drink chang or Leo if other options.

 Op, I was paying 2-300 for a small Thai dishwater beer 20y ago in the Banyan Tree. 160 baht even in a slightly above standard place in Bkk is probably fairly normal now, since Thailand is grossly overpriced on the alcohol front. Look at it in comparison with similar Vietnamese places. 
As for Lebua Tower, great views but they charge those stupid prices ‘because they can’ and it was in Hangover 2. It is way more expensive than the Baccarat Bar under Harrods, for instance, which is proper class. 

Probably standard price for a beer joint where you don't have to chase the heifer off the bar stool.

Had  a beer  with a friend in a Music bar along Beach Rd.. Pattaya a while back, we both  ordered  just one small Leo each, check bin time, his beer was more expensive than mine by 10b, we asked why, the Mama san said   because your friend sit closer to the music than me..

Heineken tastes of nothing, and is so weak even Americans can drink it.
