I bet you can do this also at Central Pattaya (beach/2nd ex Central Festival).

Open not before 11 AM.

There is a Krungthai Bank in South Road virtually over the road from Fascino not far from Second Road. They have full facilities there, actually I opened an account there 12 months ago,

There's many Krung Thai branches in Pattaya and all over Thailand. And they have a strong policy of 'happy customer'.

I have a foreigner friend (worksd in Thailand, all over Thailand 20+ years), has several KT passbooks, he's mentioned many times he visits Different KT branches every week, always excellent and focused service, always walks out happy.

Fourth floor in Central mall

The sign outside the old premises refers users to the Little Walk branch, so anything that requires "home" branch action will probably be done there.
