That's the section and the key phrase is "offenses against the United States,"  and not "against the states."

 

However, the governor of New York, currently Democrat Andrew Cuomo, also has a similar pardoning power that does apply to offenses against the State of New York.  I am not too worried that Trump will be able to secure a pardon from Cuomo though.

Cheney showed up in a wheelchair for Obama's inauguration, with a lame excuse about an injury while packing up to move.  Yeah right, he rented a U-Haul to do his own moving.  He didn't want to stand to honor the you-know-what.

Next Step...he resigns on December 31st....gets Pence pardon and saves him from having to go to Inaugeration of new president. ????? Vice President for 3 weeks in the Pence administration.
