PHUKET: The drunken off-duty policeman who shot a noodle vendor on Bangla Rd on Tuesday (Feb 23) has been released on bail.

 

The Phuket Provincial Court approved Cpl Pornthep Channarong, an officer of the Phuket Provincial Police at the time, to post B600,000 bail, The Phuket News has been told.

 

Pornthep, who has already been dismissed from the Royal Thai Police, faces an attempted murder charge for shooting noodle vendor Aroon Thongplab in the stomach just before 6am on Tuesday while Mr Aroon was walking along the street after collecting a noodle bowl from a customer.

An ex cop who will be charged with attempted murder is already released on bail to walk the streets? Insane! At the same time someone who says or writes some words that "authorities" don't like is remanded in custody. Thailand really needs to sort out it's laws and procedures to fit the actual crime.

Un <deleted>in believable, actually it's not, brown paper bags exchanging hands, and where did the 600,000 bail come from, thin air ?

 

Next we will hear he has joined the likes of the Red Bull guy, skipping the country, or he has paid for the noodle guys bills and compensated him for loss of work, and they are besties, saying it was all a misunderstanding, as he was drunk and didn't know what he was doing, with the noodle guy agreeing with a half smile, fearing for his life if he doesn't accept the x cops terms.

 

The judge being sympathetic due to receiving a big brown envelope and the x cop gets off with a Wai and a 500 baht fine.

Never quite understood bail money....does some have to deposit that amount or just promise to pay it if the guy absconds?

Well when i was locked up, they wanted 40.000 baht in cash, returned after the case was finished in  a cheque not cash

Remember the article a few days ago in which fellow cops were oddly enough 'outspoken against his bail.' Now take a look at this.

 

The police themselves are a facade.

Some can use a Chanote as security

From my understanding, money has to be put down, in my old country a property valuation stating the value of a property in a report to the court for "bail purposes" would do, and the court would then put a register it's interest on the title deeds, "buyer beware" the court has an interest on this property, that is in case the owner wanted to transfer it or sell it, the court would have to get it's bail money before it would sign a release on the title deeds.

 

If the guy rocked up in court at the date for the hearing, a release would be made, after the verdict of course.

That’s probably the last we’ll see or hear of him and this story. Next envelope please.....

Exactly, and that is the most compelling reason to keep him locked up.

 

The two most important factors in granting bail are:

(1) Is the suspect a flight risk? If so, bail should be denied, or the bail amount should be set extremely high as to eliminate the risk of flight.

(2) Does releasing the suspect put the public at risk? Is there any risk of the suspect committing the same or similar crime again?

 

It seems the judicial system has failed on both points above.
