    They have gone to the trouble of tack welding  nuts and piece of bolt on, so from above it looks ok,   regards worgeordie

Yeah, that was my thought too, it's not that much work to drill and install actual anchors.

Yes it would have been easier for them to cut the little bit of the bottom

of the pipe so it's flush with the cement, drill 4 holes and put rawl bolts in and do a proper job, but..........

Maybe there is a harmless explanation: Maybe that was used previously somewhere else and all those nuts and bolts were at some time connected to something. Then they just cut it off and used it somewhere else.

It's called a free standing bolted connection.

no flush baseplate 

no functionality then

Except the pad doesn't reach the step as they forgot to measure the individual step heights, or maybe they are all the same  - - but no problem it's probably only a safety balustrade so who cares, slap a bit of concrete around it, job done. 

Just finished and waiting to poor more cement up to the bolted base plate it appears to me.

They could've squirted some no nails into that gap .. make it look a proper job sort of ..

Apparently it's a roof so a nice wind loading too.

The very reason I never lean on safety rails or fences without a thorough push / pull test..... ????

The problem with that argument is it's a brand new fabrication - more than evident from the fresh welding and untarnished stainless steel.
