He explained today (Thursday) that there may have been a misunderstanding, saying that protocol dictates that the US State Department must inform the Thai Foreign Ministry, via the US embassy in Bangkok, about the donation and, to date, no such formal notification has been received. He cited the donation of Pfizer vaccine to Thailand in August, saying that the US embassy had notified the Thai Foreign Ministry of the US’s wish to help Thailand in advance. And just for laughs, let's pretend that the information from this expert in protocol and diplomacy is accurate. Why didn't the Thai ambassador just tell Duckworth "hey, for our internal purposes we kind of need a paper from your Embassy in Bangkok, would you mind providing that"? It would have been sent the next day. But more to the point, someone is publicly offering you a gift worth $30 million that your people desperately need.
