"Daily News said that a meeting of top investigative officers at the Office of the Inspector General yesterday was highly charged and stressful."

 

the stress was said to be due to their difficulty in coming up with a "misunderstanding" that would explain the lack of action on the case that could be accepted by anyone with an IQ above 75.

The statute of limitations is not relevant, when there is no desire to prosecute someone for a crime committed.

I guess having to explain away somebody else's bribe can be stressful, but let's face it, they are all experts after all.

There is only one reason this case has not been resolved - Corruption.

In this day and age of social media, all they would have to do is offer a reward for information proving his whereabouts. Of course, that's if they don't already know.
