This will likely will change again by this afternoon. There seems to be little logic to the decision making, other than previous years tourist level arrivals (which fly's in the face of quality tourism). I see no link with any "Covid Risk Assessment Protocol" - My new acronym begins with C and ends in P - figure it out.

No, it's because most Russians are just not scared. Maybe it's hard to understand for Westerners because it looks like you are talking about covid 24/7. But I see in Russia covid hype is gone already and people just live their lives. I guess we never reach even 50% of vaccination with any vaccines. If only Putin forces us ????
