The minimum age to work in a bar is 18.  To drink in a bar is 20.  The minimum age for prostitution is also 18.

However, doesn’t stop them paying into the national pension plan as the article mentions, everyone can do it, they have offices in every city.  Also, it’s not an issue to register and pay tax here, is it? I’m not too sure what benefits paying tax would bring.
