You definitely have to be careful as a foreigner.  There's no way that you can think "Well the Thais do it this way, so I'll do the same".

I was so outraged by this I had to stand there and  film it for 15 minutes , deplorable behaviour.

As a foreigner you must know what goes and what not goes in the countries you visit. Regardless of if there are many locals or not floating the rules and laws, that does not mean you as a foreigner can use it as an excuse to your own advantage.

I have lived with and dealt with different cultures.  I find your statement at the end to be most correct.

Take responsibilities for your own actions.  Stay within the laws and accepted norms.

From the two photos that are posted it is very difficult to tell just what is going on and if there is some lewd behaviour.  As to the female, she doesn't look like an African with her long straight hair and light complexion.  The man's leg appears to be darker than her.  Maybe he is African??
