I can tell you why the construction has stalled. The brown envelopes have run out. 

 

This is just another fine example why nothing is improving in this country. Corruption and Nepotism at its best and so deeply ingrained in the society.

40%?? What an unusual completion point for a Thai project, they are usually 29.3% or 37%, never a round number like 40% . I smell

So annual visits from the mayor are the standard? Does he not get regular updates from his minions? Surely no visible progress would prompt a visit a little sooner than the annual visit. Nothing serious happens unless a poo-yai makes an official visit.

Let's ignore the major and minor sports thing.  However a 500 car parking lot? ???? That would barely fit the VIP's let alone athletes and heaven forbid spectators and the obligatory vendors "souvenirs" and food would be up in arms about the lack of facilities they require.

 

It is a shamble I say! 

Or a job that needs some "special" advisers.

Too much skimming . Not enough building

So typical of many Thai construction projects.  Get just are enough along so that enough monies are committed such that the developers can not back out.  Low level extortion
