You can pretty much guarantee that is who this is designed for (and probably who is behind this idea in the first place). Plenty more rich Chinese now than ever before, and with Thailand almost in China's back pocket as another "satellite province" plenty of those rich Chinese will want to come here and set up shop. 

You know, to build the high speed rail lines, Condo complexes in Jomtien. Probably make a deal to "rent" a navy port and build an airport nearby (if there isn't one already).
You can imagine they wouldn't be too impressed with being treated like yesterday's Som Tam when it comes to matters like Immigration and land ownership.

I'm just waiting to hear the "exemptions" where they try to weed out Westerners from the deal. (Pretty much guaranteed if Anutin has any say in the matter.)

Every expat living here understand the absurd hoops you need to jump through to prove income.  It doesn't matter that you make 150,000 THB from say 4 different income sources (pension, government, investments etc).  No no no.  Only one income stream allowed or no visa for you!

So digital nomads - have fun "Proving" that $80,000/year.  Those funds coming in from multiple sources including crypto, day-trading, internet income, clients who wish anonymity, donations and other funds perhaps not exactly reported to your own government for tax purposes because there's that freedom of being a digital nomad. 
I can just imaging all of the bureaucratic regulations that will be attached to that visa scheme.  It would not be that these digital nomads don't have the income - they probably will have - it's going to be about how transparent they will have to be in order to meet the visa scheme's requirements.  The anarcho-capitalists will balk at that. Too many other tropical locations in this world are more accommodating for these types of people.  Thailand isn't offering much other than a headache.

Wow! As an Aussie, to comply for an over 50 visa, I need to be earning over $54,000 a year ($40k USD) and buy a property for $330,000 AUD!

The whole point of me retiring to Thailand would be because Australia's more expensive. Yet here, I can buy a beautiful 4 bedroom house near the beach for $400,000 and work in a job that will pay at least $40,000 a year, which is enough to live on.

In Thailand, I'd be hard pressed to earn $10,000 a year, if they even let me work and there doesn't seem to be a decent yield on any businesses there, for the high purchase cost.

These super rich foreigners are mostly a figment of Thailand's imagination!

Why can't the politicians just allow foreigners to buy 1 rai, 2 rais, or whatever anywhere and build a house there? Not everyone wants to live in a tightly packed housing estate or condominium. The rich people that the government wants to attract don't want this. They want the freedom to choose where they live and not to be told "You have to buy the house in one of (XX) housing estates (where we will make lots of commission)."

1 - it might appeal to digital nomads who like the idea of working from a tropical beach (while ignoring the humidity and mosquitoes), but why five years experience in their field and a Masters Degree? If they have proved over five years that they can do the job then a degree of any kind is irrelevant.

2 - Rich people have far better places to spend their time and money than Thailand, where infrastructure is often poor, the roads are dangerous and they will always be a prime target for scammers and thieves.

3 - The government can, and sometimes does, change the rules, as they did when pulling back from the early promises given when the Elite Visa was introduced.

I can tell you haven't looked at house prices for a LOOOONG time ?  My sh!t box apartment on the Gold Coast is about AUD$800K then taxes on the top of course.   Even little sh!t boxes in Tasmania (not a  beautiful 4 bedroom house that you allude to) on a beach in the middle of no where are  >$600k, a nice place "near the beach" and you need closer to a $1 Million.

A few years ago, I decided that I want to buy land. It isn't difficult if married. Got an easy job teaching English 12 hours a week, 4 months paid holiday a year, for 40k a month, apply for citizenship, pay 5000 baht and wait 3 years. 

 

If you want something badly, sacrifices must be made. Many here want the benefits of a developing country with the benefits of their home country 

 

Old Sven, Bob, Hank, and Helmut think they should get full citizen's rights if they marry Buriram Noi from the Pink pussy restaurant.
