Just send immigration around to check if a TM30 notification has been filed for them for the night. If they aren't registered at a hotel, fine them for the missing TM30 notification and for littering.

I go during the week of Christmas, when most people are celebrating elsewhere. There are not too many people, especially at night, and the beach is enjoyable. I stay at a beautiful resort called The Castello. It has a restaurant and a beautiful outdoor garden, and good coffee. I enjoy the live music at Klom Klom bar where I also perform. Hmmmmmmm something smells off here going by what this other article has to say! So are they telling us to only venture to the beach only during the day and avoid it at all costs at night due to the quality tourists using it for bedding at night?
