I disagree with exploiting the girls like this but I think the issue being raised by the article is that they were operating covertly and not paying "Tax" or T money. Plus he is breaking Employment Law of course by operating in a banned profession anyway and wouldn't have had a work permit or work visa either. All of which are victimless crimes.
