I give up, what the heck did this man back into with his car

In Pattaya I was stopped at a red light with this car in front of me.  I starred at it trying to think what possibly could he either backed into or someone hit the back of his car.  I was clueless so perhaps someone else has an idea.

Spot on,the holes are for the bondo (plastic filler to grip onto)common technique restored a few old cars back in the day lol
