The entire disease control unit at U-tapao airport, including its chief, have been transferred for their alleged failure to check properly the hotel in Rayong province where the Egyptian military mission was staying last week, allowing them to venture out shopping unhindered.

Dr. Suwanchai Wattanayingcharoenchai, director-general of the Disease Control Department, said today that investigators have checked the D Varee Diva Central Rayong Hotel and found it was not equipped with access control or tracing systems.

To assist the probe, into the breach of safety regulations by the Egyptian military personnel, he said it was necessary to move the entire disease control unit out, replacing them with health personnel from Chon Buri province.

Dr. Suwanchai said security measures at all hotels in Rayong, which are used as quarantine facilities, will be strengthened, to make sure that those who are exiting quarantine are properly checked and controlled.

Did the Egyptian group bypass Immigration, a branch under the Ministry of Foreign Affairs?

It would seem that immigration under the Ministry of Foreign Affairs would be responsible to verify lodging, any covid 19 testing & quarantine stay and movement among the public, not the general airport employees.

Best case scenario would have been, presumably knowing the Egyptian filed flight plans in-out-in-out Thailand within a 24-48 hour period, to house the 30-person  mission at or near the airport, preferably in a Thai military secured facility. This mission was not a tourist group!

Thus responsibility for the mission's stay should fall to Ministry of Defense (Prayut) and Ministry of Foreign Affairs.

I have to ask this question

What Government ( in there right minds )would allow a Military Delegation from another Country free access outside of a Secure Military Compound ?

It is just not done by any Government on the grounds of National Security.

The original flight plan was not to UTP is was to BKK and was altered in flight. The Egyptian Embassy made the transportation arrangements and hotel reservations to an unauthorized hotel.

Why not just fire them? Plenty of people, I am sure, would be willing to take their places.

Not the done thing. Transfer to Nakhon Nowhere International for a while, until things quieten down, then back on the roster is the way it's always been done.

Flight plans cannot be altered without approval from the relevant Authority in which the aircraft is flying, or will be flying.

Airspace is normally monitored and civilian controlled, not sure whether it is so in Thailand, or if air traffic is controlled by military. Either way, change of flight plan without approval normally means being 'escorted' at a minimum or the possibility of being shot down exists.

UTP airport is an international airport on the civilian side with facilities appropriate to that status.

The military side is another matter. One assumes, (one never really should, I know) that this was a military flight, into the military side of UTP, then perhaps the facilities are not as good as those mandates by ICAO.

Immigration is under the National Police Office, which itself is under the Prime Minister. It has no connection with the Ministry of Foreign Affairs...and it is not Immigration's responsibility to check or verify quarantine requirements in any case.

Not forgetting the 4000 us servicemen plus top brass and 3000 itinerant workers! Everyone entering or leaving Thailand should be tested and quarantined

seems to be a highest punishment for all crimes. Not sure what they did wrong and where are they transferred

Plus, the header says these place are not equipped for checking etc., so it seems nobody was checking the route or destination of the taxis and whether they were equipped for this situation, let alone stopping them from ever exiting the airport etc.

As the group were Egyptian maybe the disease control were instructed by the military to back off, leave them alone.

Well known fact the military here are a law unto themselves, do as they please.

But but but.... I demand my FREEDOM to go entirely mask-free, associate closely with others, never wash my hands, and, if I'm lucky, become famous as a super-spreader!!!!  Everyone wants their 15 minutes of fame in this world...

Pre Covid, it happened all the time in most countries of the world, outside of Communist ones, certainly in the US and UK and all of Europe, there would have been no restrictions on official military visitors going shopping.

Immigration is nothing whatsoever to do with the MFA.

Immigration is a branch of the Royal Thai Police force.

Sorry to disappoint you, If you’re in Thailand or neighboring countries, you will much more likely win the lottery than getting a chance to become a super-spreader. No SARS-CoV-2 here, really sorry.

May be spread something more useful for your 15 minutes of fame. Preaching the end of the world seems to be quite popular, how about trying that?

But please, wash your hands, please!
