Thailand attracts many such people as they feel they don't have to try too hard to keep up standards. Try that in a place like Singapore or KL, places with higher standards and a proper police force.

I Live three blocks from the Market. Thais are wearing masks. This guy has been a dick in public before.  
I am one of the few foreigners that goes to that market regularly.   all the other foreigners wear a mask.

He's an overstay, and a jagoff, deport him.

Actually that is one reason why I like Thailand; that i can relax. but that doesn't mean I should insult the people around by showing them that I don't care nor respect them at all. Everyone from the poorest to the richest gets the same pleasant behaviour from me. Up to them how they behave.
