Not enough parking, people complain so build a new car park. Build a new car park and people complain. There is no pleasing some folk.

I usually am checking out all the cute girls there.  Not, looking out the window.

I never knew that Pattaya Nua was such a beautiful view. It isn't the Manhattan skyline, an Alpine vista, nor are there herds of galloping wildebeast (Fawlty Towers?).

Well your right the view was not spectacular before, but at least you did not feel like you dinning in a prison mess hall......I and I am sure plenty of other people will be giving the food court a pass or at least not going as often because of this  new parking garage...

I agree.  It was nice to have the views out the windows--my partner and I always tried to snag a window table.  Now the ugly parking garage will be blocking them.  Pity the ugly eyesore fronts so prominently on North Pattaya Road and wasn't tucked away on the side street.

What a awful Decision to place it there. When I first heard about it I was so certain someone is not informed correctly. Unbelievable. There was sure a different way to handle the Parking Situation.

Do you think this will resolve the problem? It certainly is a monstrosity, and I must go take  look... but the construction makes me find alternative routes, and likely, when it is open, the bedlam of getting in and out during events will be a similar deterrent.  In a City, where the excess of cars causes great congestion, building a place for more of them, so far into the centre, isn't going to help.

They should be encouraging mass transit options and limiting parking in town would be a good start.....but noooo....they do the opposite.

Just a few years ago, the dimwits decided to rip out the beach habitat and added a new lane! Idiots. Their "improvements" look like hell.

It's a beach town! More beach... less pavement.

If I was in charge the entire beach road would be gone and filled with trees, cafes, bike paths, parks and a quaint meandering lane with electric shuttles that would scurry the masses to car parks out near Sukhumvit Rd.

Deliveries would be permitted after midnight via 2nd Rd.

"Road pricing" like they have in Singapore and London with tolls for cars entering the city would also discourage the traffic and generate income for the mass transit.

Not enough parking? Really ?  Build  that monstrosity for some Thais  for maybe a few hours on weekends, if that ?  Just another bs parking lot kickback along with the lam pho seafood market in Naklua, the Bali hi, the North end parking lot with out cars in Jomtien.

Although I was very much not of the opinion this was to ease traffic.... there was nowhere for it to go until the bottleneck at the entrance to Walking St. It was to facilitate markets and events....

Is just the example of planning and foresight. They only finished it a few years back. Pity they didn't think of extra parking in the initial design.

But Terminal 21 is directly connected by Sky Platform to the BTS Skytrain. In condo developments car parks are routinely built on the lower levels occasionally up to 9 or 10 stories (chiefly so that higher value upper story units can be sole at a higher price, AND provide a view for residents), and rarely, as at the Emporium shopping complex, with 3 stories underground.

Obstructing a view from a upper story food court at Terminal 21 is neither necessary, nor the OP calling attention to it, an example of chronic complaining.

Esthetics and livability in a city landscape exist and unless it is called out Bangkok as so many other cities will simply be a raw landscape.

Department stores and shopping centers universally look inward without windows looking out, Terminal 21 at Asok was unusual in that way. Now that is lost. There are options, that's what architects as visionary artists do, not just fill space.

No BTS in Pattaya. I think you are on the wrong forum

I  paid close attention to the traffic flows on beach road when I heard about the 2013 remodel disaster in the making in 2012....

I saw that about 21-22 hours a day traffic WAS NOT backed up on beach road when it was 2 lanes........Traffic only backed up for a few hours in the evening....

Should have put it underground.  Should be no problem.

Would become a good fishing spot next time it rains

The thing about Thais is they want to park as close to where they are going as possible, so I really question if they will want to use this parking garage at all..

Plenty of nice places to eat with a view along Beach Road. Or there used to be. I haven't been there for awhile.

Considering that one of the most regular places for flooding in BKK is Asoke I really think that underground would have been an unmitigated disaster.

As to people sitting eating the idea that food courts have is not for you to spend a lot of ti9me it is to eat and get the hell out of there and shop.
