Big Joke flies in: Four cops arrested for taking million baht bribe to allow Chinese gang to film "live" erotic shows at resorts

Daily News reported that charismatic cop Pol Lt-Gen Surachate Hakpan - known universally as Big Joke - flew into Chiang Rai in the north of Thailand yesterday where he announced the arrest of four officers in the Royal Thai Police.

 

The officers took bribes to turn a blind eye to the operations of a Chinese led gang filming sex shows at two resorts in Muang district earlier this year. 

 

A ringleader of the rank of lieutenant colonel (that's a deputy station chief) aged 42, two police captains aged 48 and 50 and a sergeant aged 30 were busted for abuse of power in office, inciting others to pay bribes for their own benefit and performing their duties dishonestly. They were not named.

 

They took a million baht in cash bribes over several occasions.

Surachate told the press how tech police discovered that a Chinese gang were filming "live" sex shows featuring Thai, Chinese and Laotian performers in four rooms at a resort in Doi Khao Khwai, Muang Chiang Rai. This was going on between January and March.

 

On 31st March the lieutenant colonel named as one of those arrested went to the address armed with a search warrant. They found recording equipment, phones, condoms and sex toys.

 

But they promptly announced that they had in fact found nothing at all. No charges were made. 

 

Meanwhile behind the officers' backs the investigation was continuing and it was discovered that a fixer called Anusorn who arranged the locations for the sex shoots went to Central in Chiang Rai and took out 800,000 baht.

 

This backhander was given to the bent police on April 1st and 4th when the seized equipment was returned to the gang.

 

On 11th April the live sex sessions resumed. Anusorn returned to the bank and took out 180,000 baht and gave the police 100K.

On the 20th April the gang moved to the Khao Chiang Rai Homestay Resort in Doi Hang. 

 

Anusorn returned to the bank once more withdrawing 180,000 and gave 100,000 to the corrupt police at a coffee shop.

 

On May 26th tech police raided the resort and arrested a Chinese man called Zhao Fengshan, 47, though a man called UU Guotro who was behind the whole operation managed to get away. 

 

Two Thai women who arranged to get the performers in the shows were arrested and charged. 

 

Around a dozen Thai, Chinese and Laotian sex performers - one aged just 17 - were arrested and charged. 

 

Then the bent Chiang Rai officers were also arrested and charged. 

 

It appeared that the live sessions were being beamed to China in a show called "Joo Sow". 

 

ASEAN NOW notes that Surachate or Big Joke has had a colorful history in recent years. 

 

He was once the deputy of the tourist police then chief of immigration before a dramatic fall from grace in which he was sent to shuffle paper at the PM's office.

 

Since then he has been rehabilitated and is turning up in cases where underage sex features. In this regard the age of one of the performers - 17 - is revealing. 

 

Some commentators suggesteed that Surachate's removal from immigration came after he stepped on more senior toes after criticising the 2 billion baht biometrics scheme. 

 

He was also involved in an incident in Suriwong, Bangkok, in which his Lexus was shot up while he was in a spa.

 

Being involved in the announcement of the arrest of bent Thai police officers shows the degree to which Surachate has returned to the RTP fold, suggests ASEAN NOW. 

 

Albeit that those officers are of a considerably lower rank to him.

Question: I wonder what would happen if they all focused on reducing the road toll for a month, you know get real serious about it, do you think they would get the death count down, or would their pockets be lined with loads of baht ?

The real question is why now? While Cha Cha has done everything in his power to protect bent cops, officials and administration members for 8 years, why all of a sudden are they now cracking down? Or are they? Could be a big charade. Or he could be very, very concerned about being ousted in a very humiliating fashion, in an upcoming election. Let's at least pretend to care?
