Seems also “simple” and “clear” that PR isn’t mentioned on the priority or Thai national lanes, yet PR holders can use those lanes. 
 

Likewise, the term “Country of Residence”also seems “simple” and “clear”, yet I can’t select Thailand. 
 

If what they write really was so “simple” and “clear”, a PR holder would have to fill it in because he’s not a Thai national, but he can’t fill it in because his country of residence is Thailand. 
 

I guess I’ll just go to the lanes for Thai nationals without this form and see what happens.

BTW did you previously fill in the TM6 card when entering Thailand.

However it's worth noting that in other countries with similar TDAC type arrangements (eg UK), PRs are not required to fill in these forms.

 

I don't think PRs should start getting paranoid.It's just that they obviously weren't thought about when the form was designed.Not much of a burden for PRs to take on.

Like I said, guess I’ll just have to try my luck. My guess is that no one will give a <deleted> when I show up with PR but no form.

Then don't do the TDAC. 

Explain your position to airline at departure and immigration on arrival. 

It's clear that you have no intention of doing the TDAC so no need for questions.

I too will have to pay.... 20 yrs working in country on 2yr extensions.

PR really means naff all in the bigger picture.
