If what they write really was so “simple” and “clear”, a PR holder would have to fill it in because he’s not a Thai national, but he can’t fill it in because his country of residence is Thailand. 
 

I guess I’ll just go to the lanes for Thai nationals without this form and see what happens.

It's clear PRs will have to fill the form in.

 

However it's worth noting that in other countries with similar TDAC type arrangements (eg UK), PRs are not required to fill in these forms.

 

I don't think PRs should start getting paranoid.It's just that they obviously weren't thought about when the form was designed.Not much of a burden for PRs to take on.

All this is about separating Thais from Foreingers so they can get their bloody 300THB foreigner tax up and running. They've been talking about this 300THB tax for ages but didn't know who to work it. Charging foreigners an entry fee at the airport on arrival would be a nightmare. The obvious solution is just add it to the airfare, but then Thais will also be paying it, and what about the foreigners who arrive by land? Then BINGO.  Bring in theTDAC, this separates Thai from Foreign. That's why you can't put Thailand as country of residence. Doesn't matter if you have PR, been working in Thailand for 25 years, married with 10 kids and converted to Buddhism. Unless the foreigner has Thai citizenship and a Thai PP, they pay 300THB on every entry. Problem solved. Yes it's free at the start while they get it running and iron out the wrinkles, but in a few months they'll introduce the 300THB fee.

Departing airline will definitely not want to see the TDAC though they will probably want to see the visa if applicable.The TDAC can be completed on arrival if not obtained in advance - as in Singapore.

 

By the way Singapore exempts PRs as well as citizens  from completing the pre-arrival clearance.My hunch is that PRs will eventually be exempted here as well.But who knows given the quality of thought that has apparently been associated with this exercise?

Travellers who are unable to complete the TDAC before arrival and do not have internet access at the point of entry will be assisted at designated help points located at immigration checkpoints. This assistance is intended for exceptional circumstances only. All travellers are strongly encouraged to complete the TDAC online in advance to avoid delays and reduce congestion at entry points.

I think it's a bit nonsense if you must do it online but there is also a possibility to do it when you'll arrive to thailand

Has nothing to do with that.  

 

You can't do analytics on a mountain of paper forms.  If it's all digitized, they can then do analytics.  Who is arriving from where.  Where are they going after they arrive. Etc.  That type of data is very valuable for tourism purposes and other things.

When I tried it a few days ago, the approval email arrived almost instantly.

it's very easy by the way. Just fill out only red fields, all the rest isn't mandatory. Even a 5 years old kid could do it

It doesn't take 3 days.  That is the earliest time before arrival that the form can be filled, they don't want the system clogged with unnecessary early submissions.

Does not appear to have Thailand as a country of residence and what visa number do they want the 25 year old one or the re entry number? sometimes they call that a visa

What did you used to use on the TM6?  I use my re-entry permit number, they stamp the entry "non-RE".

Not very well it would appear.

I have just tried it and it wouldn't accept Thailand as a country of Residence.

Not that easy to complete, drop downs are messy and I can see many getting stuck on dates,  unless they have come across that type of calendar before.
