What does that mean? manage, organize, plan, monitor / assess progress of 'students', monitor other prisoners to teach English? Is he qualified in regard to English development / English teaching for all of the above? If NOT then why would he be assigned to this role?

Well, I hear Dr T speaking English and can only extend my sincere condolences to those students, so eagerly pre-qualified and able to learn from the master himself. Honestly: - who cares what he does or does not in jail - don't make yourself ridiculous getting an over-self-confident former prime minister to teach anything except, if he is good in it (and there are plenty of crooks surrounding him already in the same faculty)

He was very cordial and spoke English very well without an accent that I noticed.
